The Seattle City Council approved the vacation of an alley in the Judkins Park neighborhood to facilitate the Grand Street Commons project. This mixed-use development includes the Tahoma Valley Apartments, a seven-story building with 206 affordable residential units, and is part of a larger three-building project totaling 775 units, with 364 affordable units and 50,000 square feet of commercial space. The vacation was conditionally granted in November 2021, with final approval contingent upon meeting conditions, which included securing a Property Use and Development Agreement (PUDA) recorded on June 16, 2025. As part of the vacation, the project provides approximately $1.94 million in public benefits, including 33,800 square feet of right-of-way enhancements, new bike racks, street lights, building setbacks, public art elements, and the dedication of 1,500 square feet of commercial space for the Cultural Space Agency. The project also includes 11,601 SF of new plaza and 10,075 SF of woonerf, 14 new trees, and 412 new plants, along with an additional 9,100 SF of extended plaza space.
