The Seattle City Council is considering Council Bill (CB) 121011, which proposes to establish the Roots to Roofs Bonus Pilot Program. This program aims to encourage the development of low- and moderate-income housing and neighborhood-serving equitable development uses by fostering partnerships between community-based organizations and experienced developers. The pilot program, which will run until 2035 or after 35 qualifying projects have applied, offers density bonuses and regulatory incentives, including additional height, allowable floor area, and exemptions from design review and parking minimums. To qualify, developments must be led by a 'qualifying community development organization' with a majority or controlling interest and dedicate at least 25% of units as affordable to lower-income households. The program also provides enhanced incentives for projects located in areas with historical racially restrictive covenants. The Directors of the Seattle Department of Construction and Inspections, the Office of Planning and Community Development, and the Office of Housing are tasked with promulgating a Director's Rule for program administration.
