This ordinance amends the Landscape Conservation and Infrastructure Program (LCLIP) funding plan for South Lake Union and Downtown, originally adopted by Ordinance 124286. The LCLIP program allows the City to capture future property tax revenue from new development in designated areas to fund local infrastructure improvements, tied to a regional transferable development rights (TDR) program. For the first ten years (ending 2025), revenues were directed to the Seattle Department of Transportation (SDOT). For the subsequent ten years (2025-2035), revenues are directed to Seattle Parks and Recreation (SPR). The original list of SPR open space investments has been completed or funded by other sources, necessitating this amendment. The legislation proposes new Open Space Investments, informed by extensive community engagement with groups in South Lake Union and Downtown. The annual funding is estimated between $1M-$1.5M, totaling approximately $14M for SPR over its 10-year period, to be spent proportional to revenue generation within specific neighborhoods.
