This legislation proposes amendments to the Seattle Municipal Code to streamline permitting processes for light rail transit facilities. The amendments aim to update existing code standards and introduce new ones related to development, permit process procedures, environmental review, tree and vegetation management plans, noise variances, and bicycle/micro-mobility device parking requirements. The goal is to support the timely construction of the West Seattle Link Extension (WSLE) and Ballard Link Extension (BLE) projects, which include 14 light rail stations and 12 miles of track. The changes will define light rail transit facility permits as “Type I” Master Use Permit reviews, allowing public notice and comment periods and appeals. It also clarifies environmental critical areas permitting and exempts light rail transit facilities from many development standards in downtown zones. The legislation is not anticipated to have direct financial impacts on the City beyond what's already covered by Sound Transit agreements and permitting fees.
