This ordinance vacates the alley in Block 52 of A.A. Denny’s Extension to the Terry’s 1st Addition in the First Hill neighborhood and transfers ownership of the right-of-way to North Block Spring Street Development LLC. It accepts a Property Use and Development Agreement (PUDA) and acknowledges the Seattle City Light Easement, ensuring long-term maintenance and programming of the private alley space. The alley vacation enables efficient below-grade parking, consolidates two residential towers into a single building form, limits vehicular access, and creates a pedestrian-oriented public plaza and community gathering space. It also secures improvements around Town Hall Seattle, enhanced streetscape upgrades on Seneca, Spring and 8th Avenue, and a design contribution to Freeway Park connections. By vacating the alley, the ordinance promotes pedestrian linkages between First Hill, Downtown, Denny Triangle, and South Lake Union and formalizes public benefit commitments totaling over 5,500 square feet of open space and streetscape enhancements.
