Seattle Approves Q1 2025 Grant Acceptance & Appropriation Securing $47.4M in External Funding

This ordinance authorizes Seattle departments to accept $47.38 million in grants from federal, state, and private sources and appropriate $34.32 million to support capital and operating programs in the first quarter of 2025. The Seattle Department of Transportation will receive $23.21 million from the Federal Highway Administration for non-motorized station access, transit corridor construction, Vision Zero signal upgrades, and bus stop amenities. SDOT also secures $6.48 million from the U.S. Department of Transportation to improve commercial load zone compliance and implement a digital permit model. The Office of Housing is allocated $2.50 million from HUD and Puget Sound Energy for affordable housing predevelopment and energy efficiency upgrades. The Office of Emergency Management gains $373,572 for emergency planning, training, and exercise coordination, requiring a 100 percent match that partially funds two positions. The Seattle Police Department receives $3.12 million from DOJ grants to address the sexual assault case backlog, continue the Human Trafficking Task Force, and deploy an Intelligent Risk Management system. Additional appropriations include $2.81 million to Seattle City Light for energy resilience, $500,000 to the Law Department for domestic violence prosecution capacity, and conservation and flood control grants to Seattle Public Utilities. Appropriations are non-lapsing to accommodate multi-year spending and CIP adjustments. Small unexpended carryforward amounts under $1 will be automatically abandoned without further Council action.
