Seattle Extends 2015/2018 Code Permit Validity by 24 Months

This ordinance amends Sections 106.6.10, 106.9, and 106.10 of the Seattle Building Code to allow applicants with projects vested under the 2015 or 2018 code versions to obtain a one-time, additional 24-month extension on permit applications and issued permits for which financing hardships have delayed progress. Specifically, applications must be requested before November 1, 2026, and claim financing hardship to qualify for the extension. The change applies to permit applications requiring more than 12 months for review, extending them beyond the existing maximum of 24 months. Issued permits, which normally expire after 18 months and may be renewed for an additional 18 months, may now be renewed for up to an extra 24 months under the same hardship provisions. The amendment clarifies that extensions and renewals must be requested before November 1, 2026, and that projects must be vested to the 2015 or 2018 Seattle Building Code. It also preserves existing extension authority for delays beyond applicant control such as litigation or environmental reviews. The ordinance recognizes over 3,000 addresses and 34,000 housing units could benefit, with up to $13.4 million in sales tax and $75 million in mandatory housing affordability fee revenue at stake for 15 known downtown projects.
