Seattle Enacts New Safety Regulations for After-Hours Nightlife Lounges (2AM-6AM)

Council Bill 120956 creates Chapter 10.10 of the Seattle Municipal Code to regulate after-hours nightlife lounges open between 2:00 a.m. and 6:00 a.m. It defines these lounges as venues for socializing with smoking or dancing and applies to both public venues and private clubs. Regulated businesses must hold extended hours permission as part of a valid Liquor and Cannabis Board license, maintain at least two trained security personnel, implement written safety plans, operate video surveillance, and allow city enforcement access during operating hours. Restaurants, licensed adult entertainment venues, all-ages dance venues, theaters, sports facilities, and establishments not focused on socializing with smoking or dancing are exempt. Violations subject businesses to civil citations, escalating penalties, and potential suspension or revocation of city business licenses. The Department of Finance and Administrative Services (FAS) will enforce the new rules, initially through paid overtime funded by departmental underspend. Future enforcement costs may be offset by increased business license fees.
