The Seattle City Council approved the rezoning of the property at 8601 Fremont Ave N from Neighborhood Residential 3 (NR3) to Lowrise 2 with an M1 Mandatory Housing Affordability suffix (LR2 (M1)). Under the recorded Property Use and Development Agreement executed April 7, 2025, Bellwether Housing covenants to meet MHA requirements per SMC 23.58B/C and to obtain a Master Use Permit (3036119-LU) that substantially conforms to approved plans. The covenant runs with the land, binds successors and assigns, and permits the City to revoke the rezone or pursue specific performance if conditions are not met. Should future City Council legislation adopt a zoning designation with higher capacity, the Owner may revise plans to conform with that new designation.
