Resolution 32166 grants conceptual approval to install, maintain, and operate a private pedestrian skybridge spanning 8th Avenue, north of Cherry Street, connecting the fourth floors of Skyline’s Olympic Tower at 715 8th Avenue and Cascade Tower at 725 9th Avenue in the First Hill neighborhood. The skybridge provides an ADA‐accessible, weather‐protected route for 457 senior living units—independent living, assisted living, memory support, rehabilitative care, and skilled nursing—to access shared medical services, dining, fitness, and social amenities without crossing the street at grade. Following a multi‐agency review, the Seattle Design Commission recommended approval with public benefits including open space activation, integrated public art, pedestrian safety improvements at Marion Street, and Park to Park Loop wayfinding signage. SDOT determined the proposal meets Seattle Municipal Code 15.64.050 criteria—adequate clearance, no view corridor impact, minimal light reduction, and no significant traffic or pedestrian safety issues—and directs preparation of a term permit ordinance with conditions such as insurance, covenants, performance bonds, and permit fees. This conceptual approval enables Master Use Permit processes and subsequent ordinances to codify final terms under city code.
