An ordinance amending the Building Code to allow affordable housing projects and certain other projects to defer payment of administrative fees. Specifically, it adds new Building Code Section 107A.16, creating an Affordable Housing Administrative Fee Deferral Program. This allows sponsors of affordable housing projects to defer payments of administrative fees required by Sections 107A.2, 107A.3, 107A.3.1, and 107A.3.4. For new construction, an initial Administrative Fee payment of $35,000 is due at application, with additional fees due by permit issuance. For rehabilitation or tenant improvements, administrative fees are due by permit issuance. For site permits, fees are due by the issuance of the First Construction Document. The ordinance also affirms the Planning Department's determination under the California Environmental Quality Act. The Land Use and Transportation Committee recommended approval of this ordinance.
