The City of Phoenix City Council adopted Ordinance G-7404 on July 2, 2025, rezoning a 12.37-acre site at the southwest corner of 19th Avenue and Dunlap Avenue from C-1 (Neighborhood Retail), C-2 (Intermediate Commercial), and C-2 SP (Intermediate Commercial, Special Permit) to WU Code T5:5 (Walkable Urban Code, Transect 5:5). This rezoning allows for future mixed-use, multifamily residential development on the city-owned property, which currently serves as a park-and-ride lot and a mostly vacant retail center. The site is located adjacent to a light rail station. Future development will be subject to a Request for Proposal (RFP) process. Stipulations for the rezoning include a minimum of 5,000 square feet of non-residential uses, a maximum building height of 48 feet (with an incentive to increase to 56 feet if a minimum of 30% of dwelling units are affordable housing), and comprehensive bicycle infrastructure (including secure and guest parking, repair stations, and EV charging for bicycles). The proposal also requires robust pedestrian circulation plans, enhanced streetscapes with significant tree shade, green stormwater infrastructure, and participation in water efficiency programs. Opposition letters cited concerns about congestion and increased density in an already populated area. The Planning Commission and Village Planning Committee recommended approval.
