Phoenix City Council approved a General Plan Amendment (GPA-NM-1-25-3) for a 12.37-acre city-owned site located at the southwest corner of 19th Avenue and Dunlap Avenue. The amendment changes the land use designation from Industrial (5.16 acres) and Commercial (7.21 acres) to Mixed Use. This action aligns with the city's Transit Oriented Communities Strategic Policy Framework, aiming to maximize a mix of uses adjacent to the 19th Avenue and Dunlap Light Rail Station. The proposed change supports future redevelopment into a multi-story mixed-use building with ground-floor retail and multifamily residential units. This GPA is a companion case to a rezoning (Z-7-25-3). City staff, the North Mountain Village Planning Committee (14-0 vote), and the Planning Commission (9-0 vote) all recommended approval. The project is intended to facilitate additional housing opportunities, potentially including a minimum of 20% affordable housing as discussed by committee members, and to integrate pedestrian-oriented development. An RFP process for future development is anticipated around 2026-2027, with construction potentially completing by 2029-2030. The site currently includes a Park and Ride lot and a commercial building.
