The Phoenix City Council authorized the City Manager to enter into an agreement with DLR Group Inc. for architectural services for the Valley Youth Theatre General Obligation Bond Project. The services include programming, study, site assessment design, and potential construction administration and observation. The project aims to design a new facility for the Valley Youth Theatre, featuring an Americans with Disabilities Act compliant 300-seat feature theatre, a 99-seat studio theatre, office and meeting space, rehearsal/workshop space, dance studios, galleries, and dedicated areas for set, costumes, prop shops, and storage. The fee for these services will not exceed $1,000,000, funded through General Obligation Bond funds from the Arts and Culture Capital Improvement Program budget. The Council also granted an exception to Phoenix City Code 42-20 to allow for indemnification and assumption of liability provisions in the transaction documents, excluding real property interests. This item was continued from a June 18, 2025 meeting to July 2, 2025, to allow for the necessary financial encumbrance to occur in Fiscal Year 2025-26.
