The City Council authorized the City Manager to enter into a Development Agreement with D.R. Horton Inc. This agreement concerns the modification of the Central Arizona Project (CAP) canal bridge and the potential construction of two new pedestrian bridges along Cave Creek Road. These improvements are required to satisfy stipulation 24 of zoning case Z-6-22-2, which mandates regional traffic mitigation improvements identified in the Stone Butte Traffic Impact Study. The study highlighted the need to mitigate increased vehicular demand by widening the bridge at the CAP canal. D.R. Horton Inc. is obligated to design these modifications and seek approval from the City and CAP. The developer will also contribute an estimated $6.15 million towards the construction costs. The agreement ensures the developer's commitment to regional traffic mitigation related to the approximately 416-acre Stone Butte residential development. Additionally, the City Manager is authorized to execute any other necessary agreements or documents, and the City Treasurer is authorized to accept the associated funds.
