The Phoenix City Council authorized the City Manager to enter into an agreement with B & F Contracting, Inc. for Construction Manager at Risk Preconstruction and Construction Services for the Water Main Replacement Project. This project focuses on evaluating and replacing aging water mains, primarily in alleys and easements between Orangewood Avenue and Northern Avenue, and 12th Street and 16th Street, within Council District 6. The scope includes installing new 6-inch to 12-inch water mains, multiple cut and plugs, and installing or relocating fire hydrants. B & F Contracting, Inc. will provide preconstruction services like cost estimating, permitting assistance, and long-lead procurement studies, then assume responsibility for project delivery through a Guaranteed Maximum Price Agreement. The firm was selected through a qualifications-based process and will be responsible for soliciting bids from prequalified subcontractors and meeting Small Business Enterprise (SBE) program requirements. The agreement's value will not exceed $9,415,000, with funding from the Water Services Department's Capital Improvement Program Budget. The agreement term is five years from the Notice to Proceed.
