The Phoenix City Council authorized an agreement with Hensel Phelps Construction Co. to provide Construction Manager at Risk Preconstruction and Construction Services for the Phoenix Sky Harbor International Airport Terminal 3 North Concourse 2 Processor Improvements project. This initiative aims to enhance the Terminal Processor and Baggage Handling System (BHS) at Terminal 3 by modifying the passenger check-in process, improving BHS operations, and increasing passenger security screening checkpoint (SSCP) capacity. Hensel Phelps Construction Co. will initially provide pre-construction services, including design phase conformance, cost estimating, project planning, scheduling, and procurement of long-lead items. Subsequently, they will assume the risk for project delivery through a Guaranteed Maximum Price agreement, overseeing construction, implementing quality controls, and maintaining site safety. The total value of this agreement is not to exceed $125 million, covering all subcontractor and reimbursable costs.
