The Phoenix City Council approved a new Series 10 Beer and Wine Store liquor license for Glenrosa Beer and Wine, a convenience store located at 4319 N. 27th Avenue in District 4. The applicant, Majdi Awawda, stated his experience operating multiple businesses in Arizona and his commitment to adhering to all laws, including taking the Title 4 management liquor training. He emphasized that the convenience store would benefit the local, lower-income community by providing easily accessible necessities like food, liquor, and household items. The location, zoned C-2, was previously licensed for liquor sales and requires a Use Permit for package liquor sales. One letter of protest was received from a neighboring business, citing a high concentration of existing liquor establishments and concerns about increased criminal activity in an area already facing such challenges. Despite the protest, city staff recommended approval after reviewing the application in its entirety. The staff noted that the applicant must resolve any pending City of Phoenix building and zoning requirements and comply with all city codes and ordinances. The approval establishes the public convenience and best interest of the community will be served, aligning with A.R.S. 4-203. The 60-day processing limit for the application was July 18, 2025.
