The Phoenix City Council approved an amendment to Ordinance S-49833, changing the awarded entity name for the Helen Drake Senior Center Affordable Housing Site Redevelopment Project from The Richman Group to TRG Arizona Development, LLC, or Richman Housing Development, LLC. This amendment also grants authority for the City Manager to execute a HOME Affordable Housing Loan Program Agreement, allocating up to $3 million in HOME funds. The project, named Helen Drake Village, will develop an 80-unit senior affordable rental property, with all units below 80 percent Area Median Income. This development will occur on an approximately 1.8-acre undeveloped portion of the Helen Drake Senior Center site. The estimated total construction cost for the project is approximately $30.8 million. The original project was part of the Housing Phoenix Plan aiming to create or preserve 50,000 homes by 2030, utilizing City-owned land for affordable housing initiatives.
