The Phoenix City Council approved an ordinance to award Brinshore Development, LLC, as the co-development partner for The Moreland affordable housing project. This significant development will redevelop the former Deck Park Vista Apartments site at 1125 N. 3rd Street into a new affordable multifamily rental housing community. The project is planned in two phases, totaling 237 units. Phase I will consist of 132 units with studios to three-bedroom units, while Phase II will add 105 studio and one-bedroom units. Approximately 187 units will be affordable, and 50 will be workforce at attainable rents. The development includes various amenities like community rooms, fitness centers, and computer rooms. The Housing Department will serve as co-developer and has committed 131 Section 8 Project Based Vouchers for returning residents and those from the Choice Neighborhoods Edison-Eastlake Community. The decision also authorizes the disbursement of up to $3 million in federal HOME Investment Partnerships Program funds for gap funding. Construction is anticipated to begin in December 2025 and be completed by Fall 2027.
