The City Council of Phoenix authorized the City Manager to apply for, accept, and administer grant funds for the Neighborhood Services Department (NSD) Housing Rehabilitation Programs. These programs aim to enhance the quality of life for low- and moderate-income Phoenix residents by repairing single- and multi-family, owner- and tenant-occupied properties. Services include removing health and safety hazards, promoting energy efficiency, and supporting accessibility. The programs are funded through federal, state, and local grants, including up to $2.7 million from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds, and approximately $3.3 million from the U.S. Department of Health and Human Services and U.S. Department of Energy Weatherization Assistance Program (WAP) funds. NSD will maintain an Approved Contractor List (ACL) for eligible small businesses to perform rehabilitation activities. The total authorized funding is up to $6 million, with no impact to the General Fund.
