The City Council of Phoenix authorized the City Manager to procure services and amend contracts for the Neighborhood Services Department's (NSD) grant-funded Enhancement and Infrastructure Programs. This approval allows for an aggregate expenditure of up to $1,550,000 to implement projects that benefit low- and moderate-income residents and address blight. These programs, funded by the U.S. Department of Housing and Urban Development (HUD) through Community Development Block Grant (CDBG) funds, aim to improve physical infrastructure in neighborhoods. The Neighborhood Enhancement Program, with up to $900,000, focuses on public and non-profit owned facilities such as parks, youth centers, and community facilities. The Neighborhood Infrastructure Program, allocated up to $650,000, targets improvements to streets, street lighting, median landscaping, traffic mitigation, water, sewer, and drainage in low- and moderate-income areas. Additional activities include the acquisition, disposition, and rehabilitation of public facilities to address slum and blight. The programs require all projects to adhere to federal regulations and requirements, and there is no impact on the City's General Fund.
