The City of Phoenix approved a Qualified Vendor List (QVL) and authorized the City Manager to enter into a contract with Southwest Human Development, Inc., for Head Start Birth to Five Classroom Observation Services to the Human Services Department. This five-year contract, valued at up to $1.17 million, aims to ensure high-quality learning experiences for young children by regularly conducting classroom observations. The Office of Head Start mandates the use of valid and reliable research-based assessments, such as the Classroom Assessment Scoring System and the Teaching Pyramid Observation Tool. These tools evaluate emotional support, classroom organization, instructional support, and the effectiveness of behavior support practices. Insights gathered from these observations are used to enhance support systems for teachers, fostering their professional growth and student success. A Request for Qualifications (RFQu-25-EDU-81) was processed, receiving three responsive offers. Southwest Human Development, Inc. was recommended after an evaluation committee scored offers based on methodology, key personnel expertise, and fee schedule, with Southwest Human Development, Inc. receiving 924.44 points. Funding for this contract is provided by the United States Department of Health and Human Services, Administration of Children, Youth, and Families. The item was approved by the Head Start Policy Council on March 10, 2025.
