The City of Phoenix Housing Department is seeking authorization to apply for a renewal of the U.S. Department of Housing and Urban Development (HUD) Resident Opportunities and Self Sufficiency (ROSS) Family Self Sufficiency (FSS) Service Coordinator grant. This grant is anticipated to provide up to $1 million for calendar years 2026 and 2027, or the maximum funding amount allowed by the Notice of Funding Availability (NOFA). The funds will support up to four service coordinator/caseworker positions annually, helping Public Housing and Housing Choice Voucher (Section 8) residents achieve financial self-sufficiency. These coordinators provide case planning, counseling, referrals, and facilitate access to educational resources, vocational training, employment opportunities, budgeting, homeownership preparation, and transportation. The City Council's approval allows the department to apply for the grant prior to the NOFA's issuance due to anticipated quick turnaround times. There is no impact to the General Fund and no matching funds are required.
