The Phoenix City Council authorized the City Manager to acquire real property and related interests for the Capitol Extension (CAPEX) Light Rail Project. Acquisitions can occur through donation, purchase within appraised value, mediated settlement, or eminent domain, and also includes providing relocation assistance as federally mandated. The ordinance also allows for the dedication of land for public right-of-way, acceptance and granting of easements, and execution of necessary licenses and agreements. CAPEX is a 1.6-mile single-track loop (0.8-mile extension) that will connect with the existing Valley Metro Rail system in downtown Phoenix to the Arizona State Capitol. The project improvements include 1.6 miles of track, two stations, one traction power substation, and one signal building, along with other essential infrastructure like curbing, gutter, sidewalks, and landscape. It is located along Washington and Jefferson streets, between 3rd and 15th avenues.
