The Phoenix City Council authorized an amendment to the Emergency Shelter/Heat Related Respite Operator and Supportive Services Qualified Vendor List (QVL), increasing its funding by $6,511,615. This action brings the total aggregate amount for the QVL to $63,453,395. The Office of Homeless Solutions (OHS) oversees this QVL, which funds support and services for people experiencing homelessness through a comprehensive, regional approach. Contracts under the QVL include assistance with City-owned shelter and heat-respite projects, contractor-operated temporary emergency shelter and heat-related respite programs, Community Court, and other supportive services aimed at transitioning individuals and families from unsheltered homelessness to permanent housing. The additional funding specifically allocates $1,680,000 for the Citywide Community Court with Community Bridges, Inc., and $4,831,615 for the Fiscal Year 2025-26 operating expenses of the District 7 Safe Outdoor Space with Keys to Change. The QVL's term remains unchanged, extending from February 1, 2023, through June 30, 2028. This increase builds upon several prior approvals, with funds sourced from OHS' operating budget and various federal, state, and county grants.
