The Phoenix City Council authorized an amendment to Contract 157666 with Community Bridges, Inc. (CBI) to extend the Rio Fresco Emergency Shelter operations through June 30, 2026. This amendment adds $3,471,500 in funding, bringing the new total contract value to $19,371,500. The funding comes from the City’s allocation of American Rescue Plan Act (ARPA) interest funds and Opioid Grant funding, with no impact on the General Fund. CBI provides non-congregate bridge shelter and supportive services to individuals experiencing homelessness, aiming to connect them to housing and appropriate services. Onsite services include education, employment assistance, housing/counseling, mental health, substance use treatment, laundry, clothing, hygiene supplies, and case coordination. This is a continuation of previous approvals in August 2022, December 2023, and December 2024. The shelter is located at 2425 S. 24th Street, Phoenix, AZ, in Council District 8.
