The Phoenix City Council approved a Phil Gordon Threatened Building Grant of up to $300,500 to Zebiba and Nuraine Hagos for the rehabilitation of the historic Roosevelt Park Grocery at 945 E. Southern Avenue. The building, constructed circa 1930, is identified as a rare example of an early twentieth-century neighborhood grocery store and is eligible for historic designation. The owners acquired the vacant property in 2021 and seek to return it to a grocery/mercantile use. The grant funds will be disbursed on a reimbursement basis for eligible work items including masonry, stucco, concrete, window, door, and roof repairs, ADA improvements, selective demolition, and repainting. The estimated total cost of the rehabilitation project is $412,895. In exchange for the grant funds, the City will receive a 30-year conservation easement, ensuring the property's preservation and maintenance. The Historic Preservation Commission and the Transportation, Infrastructure and Planning Subcommittee both recommended approval.
