The City of Phoenix Head Start Birth to Five Program is seeking approval to transition all 64 home-based slots to center-based by July 2026 to meet the increased demand for affordable and free childcare. This transition will occur gradually, allowing families to choose between center-based or existing home visiting services. Two Education Service Providers, Greater Phoenix Urban League (GPUL) and Booker T. Washington Child Development Center (BTW), are expanding their services to include Early Head Start center-based classrooms. GPUL will add 40 slots in the Maryvale area by July 2025 across three elementary schools. BTW will add 16 slots by July 2025 at its campus and M. L. King Elementary, and an additional 32 slots across the Alhambra and Washington Elementary School Districts by July 2026. Fowler Elementary School District is also increasing its Early Head Start center-based slots from 40 to 48 by June 2025. By July 2026, a total of 252 children will be served in Early Head Start center-based classrooms. The program is also requesting approval to provide services for 16 children outside its current Early Head Start service area. Furthermore, three Education Service Providers (Alhambra, GPUL, and Washington) are proposing to utilize a locally designed option for the 2025-2026 school year to align preschool instruction hours with first-grade students, benefiting students with IEPs and providing teachers with professional development time. The program is in its second year of a five-year grant funded by the U.S. Department of Health and Human Services.
