This ordinance authorizes the City Manager to execute an Affordable Housing Loan Program Agreement for up to $2 million in HUD HOME funds with Northern Commons Apartments, LLC to support the new construction of a 60-unit affordable housing community at 2050 W. Northern Avenue. All units will serve households at or below 60% of Area Median Income, with at least 11 units reserved for households at or below 40% and 50% AMI. The total development cost is estimated at $30,082,749, with additional financing from permanent debt and Low-Income Housing Tax Credit equity. Loan disbursement will occur over a two- to four-year period, contingent upon underwriting, environmental release of funds, commitments of other financing, and availability of federal funds. There is no impact to the General Fund, and funds are budgeted in the Housing Department’s Capital Improvement Program using 2024 and forward-allocated 2025 HOME funds.
