The City of Phoenix conditionally approved the abandonment of a 25-foot public utility easement between lots 1 through 10 of block 27 of the Nearhs Addition Plat, located in the alley south of 817 West Jefferson Street and north of 119 South 9th Avenue. The purpose of the abandonment is to support the proposed development of the Maricopa County Downtown Election Facility Office Building. Multiple City departments reviewed and recommended approval with stipulations, including relocating all affected water and sewer utilities into approved alternate easements as required by the Water Services Department. The abandonment may result in a sewer easement and prohibits building encroachments on water or sewer lines. Overhead fiber relocation must be coordinated by Maricopa County. Traffic, site planning, and solid waste departments raised no objections. External utilities Southwest Gas and Salt River Project offered support, while Cox, APS, and CenturyLink objected due to existing facilities within the PUE. All utility relocations must be completed by each affected company at no expense to the City, with performance agreements posted with Planning & Development. Stipulations must be satisfied and the Resolution of Abandonment adopted by City Council before recording. If requirements are not met within two years, the request will expire, though one-year extensions are allowed upon payment of fees.
