This decision amends the development stipulations for the 5.49-acre Deer Valley Towne Center site at the northeast corner of 27th Avenue and Runion Drive by replacing the outdated 1997 site plan and design guidelines with a modern site plan date stamped December 13, 2025. It deletes obsolete requirements on maximum dwelling units, pad site phasing, multifamily conformance, gateway entryway statements, building frontage orientation, and drive-through circulation. It retains updated stipulations for right-of-way dedication, interior roadway improvements, design modifications, comprehensive sign plan approval, a traffic impact analysis, and the retention of a bus pad. Additionally, the decision adds a requirement for execution of a Proposition 207 waiver of claims prior to preliminary site plan approval. The amendment facilitates a mixed-use development program including a 30-room extended-stay hotel, up to 90,000 square feet of medical office, retail and drive-thru uses, and six pad sites under 5,000 square feet each.
