The City Council approved Ordinance S-51861 granting a permanent public utility easement covering approximately 4,484 square feet (0.10 acres) on City-owned property at 5595 E. Karsten Way and 5644 E. Moreland Street in District 6 to Salt River Project and other public service and telecommunication providers. This easement enables the construction, operation, maintenance, and relocation of electrical facilities, including a pad-mounted transformer, to serve the new Papago Golf Course golf house under City Contract 138996. The Grantee is granted full ingress and egress rights and may share the easement premises with other utility providers in accordance with industry standards. Grantor retains all other rights to the premises that do not interfere with Grantee facilities, subject to specified grade-change restrictions. The easement prohibits the storage of hazardous materials and limits the placement of permanent structures within a three-foot perimeter around equipment pads and a ten-foot clear area in front of transformer openings. Grantee must restore any disturbed improvements to near-original condition and coordinate any future relocation at the City’s expense, with a replacement easement. Approval of this easement is critical to providing reliable electrical service to the new golf house and supporting continued operations at Papago Golf Course.
