The Phoenix City Council approved a 75-year lease agreement with Laveen Elementary School District No. 59 to lease approximately 20 acres of unimproved city-owned land north of the northeast corner of S. 59th Avenue and West Olney Avenue in Phoenix, Arizona. Under the lease commencing July 1, 2025, the district will construct, maintain, and operate public school facilities and related infrastructure including parking, half-street improvements, sidewalks, bus bays, and ingress and egress, financed and built by the district in compliance with all zoning, permitting, and environmental requirements. Base rent is set at $78,400 per year, subject to a 3% annual increase, or the district may opt to pay a lump sum of at least $5,800,000 by July 10, 2025. In conjunction, an intergovernmental agreement has been executed for shared use and operation of municipal park facilities on a portion of the leased premises. The city treasurer is authorized to accept all related funds, and the city council granted an exception under Phoenix City Code § 42-20 to permit indemnification and assumption of liability covenants within the lease documents otherwise prohibited by § 42-18.
