On April 9, 2025, the Phoenix City Council adopted Resolution 22289, formally approving the updated Downtown Redevelopment Area (RDA) Plan. Originally established in 1979, the plan was comprehensively updated to reflect current socioeconomic conditions, community needs, and redevelopment strategies. The update followed a multi-year planning effort guided by Arizona Revised Statutes §36-1479 and included significant community engagement through public meetings and a 30-member Neighborhood Steering Committee. The new plan expands the boundaries of the Downtown RDA and consolidates several previous redevelopment area plans. It offers a framework for revitalization that emphasizes mixed-use development, affordable and workforce housing, infrastructure renewal, mobility improvements, historic preservation, and equitable community engagement. The plan presents 27 strategic goals spanning planning and development, infrastructure, housing, economy, and partnerships, and replaces the original 1979 version.
