On April 9, 2025, the Phoenix City Council authorized issuance of a Request for Proposals (RFP) for redevelopment of approximately 3.35 acres of City-owned land at the southeast corner of Central Avenue and Broadway Road. Originally acquired in the 1990s for blight elimination, the site has since been identified in the Housing Phoenix Plan as a key parcel for mixed-income housing. The proposed RFP, supported by community engagement and zoning changes to Walkable Urban Code, will target transit-oriented, mixed-use development aligned with the adjacent South Central Light Rail corridor. Proposers must have completed both a mixed-use and an affordable housing project within the past five years. Proposals should feature affordable housing (at least 50% of units for households ≤80% AMI), ground-floor commercial, placemaking features like public art, and include a local development partner. The city will accept a combination of public benefit or financial compensation based on a fair-market appraisal to be issued with the RFP.
