On April 9, 2025, the Phoenix City Council approved the issuance of a Request for Proposals (RFP) for the disposition and redevelopment of 4.63 acres of City-owned land at 7th Avenue and Washington Street. The parcels—Blocks 84, 12, and 13—will become available in 2026 following the relocation of the Phoenix Police Headquarters. These blocks have been rezoned to allow heights up to 250-600 feet and densities up to 218 du/ac, aligning with Downtown Core standards. The RFP will seek proposals for mixed-use, transit-oriented developments, with individual packages specifying components like retail, pedestrian access, and affordable housing. The redevelopment aims to complement adjacent light rail infrastructure and Downtown Phoenix vibrancy. Proposers must meet experience criteria, and proposals will be evaluated on concept, financial return, and qualifications.
