The Economic Development and Housing Subcommittee recommended City Council approval to issue a Request for Proposals (RFP) for the disposition and redevelopment of 4.63 acres of City-owned land at 7th Avenue and Washington Street. The site comprises three blocks: Block 84 (1.76 acres, former Police HQ), Block 12 (1.74 acres, parking lot), and Block 13 (1.13 acres, vacant). The Police Department will vacate Blocks 84 and 12 in 2026. The City acquired Block 13 for transit-oriented development, but a light rail routing change made it available. Zoning text and general plan amendments were approved on March 5, 2025, to increase height limits on Blocks 12 and 13 to 250 feet and density to 218 dwelling units per acre, aligning with Block 84's existing zoning. The RFP will seek urban, mixed-use proposals consistent with Downtown Code. Package 2 requires at least 30,000 SF of commercial retail space. Package 3 requires 50% affordable housing deed-restricted to 60% AMI. An appraisal will establish the minimum purchase price. Proposals will be evaluated on concept, return to the City, and proposer qualifications. The RFP is anticipated to be issued in late 2025.
