The Economic Development and Housing Subcommittee recommended City Council authorization to issue a Request for Proposals (RFP) for the disposition and redevelopment of approximately 3.75 acres of City-owned property at the southeast corner of Central Avenue and Broadway Road. The site currently has a mixture of zoning, including C-3 General Commercial, C-1 Neighborhood Retail, P-1 Parking, and R-5 Multifamily. Staff is pursuing rezoning the site to Walkable Urban Code (WU Code) to align with the South Central Transit-Oriented Development Community Plan. The RFP will seek proposals for transit-oriented, mixed-use developments that include ground-floor commercial space and restrict a minimum of 50 percent of units as affordable housing for households earning 80 percent or less of the area median income. Proposers must demonstrate experience with mixed-use and affordable housing developments. The evaluation criteria include the concept to activate the site, return to the city, and proposer qualifications. Additional points will be given for sustainable development, including micro-mobility and on-site generation.
