The City of Phoenix Housing Department is seeking approval for its Fiscal Year (FY) 2025-26 Annual Plans, including the Annual Agency Plan, Housing Choice Voucher Administrative Plan, Public Housing Admissions and Continued Occupancy Policy, Capital Fund Program, and Capital Fund Five-Year Action Plan. These plans are required by HUD regulations and outline strategies to address community housing needs, promote affordable housing, strengthen communities, increase homeownership, and support housing for homeless and special needs populations. Significant updates include notifications of HUD-approved disposition applications for homeownership components, completion of Pine Towers rehabilitation, and awards of Choice Neighborhoods and ROSS Service Coordinator Grants. The Housing Choice Voucher Administrative Plan has been amended to implement small area fair market rents and clarify policies for various applicants. The Capital Fund Program includes major rehabilitation of Maryvale Parkway Terrace (108 units) and the implementation of the RAD program at Aeroterra Phase II and III. Public outreach included a Resident Advisory Board meeting on February 25, 2025, and a public hearing on March 3, 2025. There is no impact to the General Fund as all programs are federally-funded.
