The Phoenix City Council approved issuing a Request for Proposals (RFP) for the redevelopment of the city-owned Regency Garage at the southwest corner of 2nd and Adams Streets. The site, spanning 0.95 acres, currently houses a 506-space parking garage with 22,753 square feet of leasable ground-floor commercial space. The City is seeking proposals for a mixed-use development that includes a full-service hotel with at least 400 guest rooms to support the Phoenix Convention Center (PCC) and downtown tourism. The selected developer must have experience with a vertical, mixed-use project of at least seven stories. Proposals will be evaluated based on site activation, return to the City, and developer qualifications. The initiative aligns with the Downtown Strategic Plan and Adams Street Activation Study recommendations.
