The Council's decision to reject the rezoning followed a split recommendation from the Planning Commission and was based on findings that the proposal did not conform to several land use and development policies of Plan 2040. Concerns included the scale of the development's potential negative impacts on adjacent residential uses and the transportation network, its disconnection from employment centers, and the need for a Floyds Fork Waiver due to steep slopes. The Staff Report had initially recommended denial of the zoning change due to non-conformity with Plan 2040 and concerns about environmental and transportation impacts.
