An ordinance to amend Chapter 156 of the Louisville Metro Code of Ordinances to require clear boarding of vacant, at-risk properties. The amendment introduces a new definition for 'CLEAR BOARDING' as the boarding of all accessible entry points using polycarbonate or approved alternative materials. It also updates regulations regarding unsafe structures and equipment, condemnation, and closing of vacant structures, particularly those at enhanced risk of illegal entry. The ordinance specifies conditions under which properties are considered at enhanced risk, such as repeated property maintenance violations, designation as a fire hazard, documented LMPD responses for safety issues, or being on the Louisville Metro Annual Cut List. The Code Official is empowered to enforce these requirements, including emergency boardings. Owners are given an opportunity to appeal clear boarding determinations to the Code Enforcement Board.
