An ordinance was considered relating to the zoning of approximately 107 acres at 8000 Broad Run Road. The proposal involved changing the zoning from R-R Rural Residential and R-4 Single-Family Residential to PRD Planned Residential Development to allow for 350 buildable, single-family lots with a net density of 3.81 dwelling units per acre. 45% of the site was proposed to remain as open space, and 32% of the existing tree canopy would be preserved. The Planning Commission recommended approval of the change in zoning by a vote of 4-3. However, the Legislative Council rejected the Planning Commission's recommendation, overturning it and maintaining the existing R-R Rural Residential and R-4 Residential Single Family zoning designations. The Council found that the proposal did not conform to several land use and development policies of Plan 2040, citing concerns about the scale of development, lack of connectivity to nearby service areas, and inadequate transportation infrastructure.
