The approved plan locates three two-story apartment buildings containing 48 total units on 3.84 acres, with access exclusively from Textile Avenue and no direct connections to Crawford Avenue or Dixie Highway. The development provides 83 parking spaces (including 6 accessible), preserves over 22,000 square feet of existing tree canopy, and directs stormwater to the Home Depot detention basin. Pedestrian access to Crawford Avenue is maintained by a dedicated path, and two eight-foot privacy fences are required along property lines adjoining single family homes. Binding elements require full construction approvals from Metro Public Works, MSD and the Kentucky Transportation Cabinet, and detail requirements for screening, landscaping and tree preservation plans. Occupancy is prohibited until a certificate of occupancy is issued and all binding elements are satisfied or officially waived.
