The Board of Zoning Adjustment approved a variance from LDC Section 8.2.1.D.4 to allow 48% (15.43 sq ft) of a 32 sq ft freestanding sign at Meadow Hill Baptist Church to be a changing image display, exceeding the 30% limit, and granted a waiver from LDC Section 8.2.1.D.6 to locate the digital sign within 300 feet of residentially used properties. The proposed replacement columnar sign will maintain the total sign area of 32 sq ft and a height of 7 feet, matching the existing cabinet footprint, and will integrate an LED changing image board with a maximum rate of change of once per 20 seconds and automatic dimming technology to mitigate light impacts. The church property, zoned R-4 Single Family Residential within the Neighborhood Form District, has 11 adjacent residential properties within 300 feet, with the closest residence approximately 45 feet away. Staff found the variance will not adversely affect public health, safety, or welfare and that strict compliance would create an undue hardship by reducing sign readability and communication effectiveness. Design measures include orienting the digital display away from residences and auto-dimming to 0.3 footcandles above ambient at night. Notification letters were sent to first-tier adjoining property owners and registered neighborhood groups prior to the April 7, 2025 hearing. This decision aligns with Plan 2040 Community Form Goals 1 and 14 by ensuring signage compatibility and lighting mitigation.
