Binding elements include waivers for landscape buffer reduction and pedestrian connectivity to mitigate impacts on adjacent residential uses. The site leverages Race Road access to Bardstown Road, avoiding traffic through neighborhoods and relying on existing arterial capacity. Natural buffers and adjoining commercial uses provide appropriate screening while preserving neighborhood character. Self-storage’s low trip generation and limited operational hours further reduce noise, traffic, and environmental impacts. The ordinance takes effect upon passage and approval.
