Louisville Metro Council approved the rezoning of 11100 Garden Trace Drive from R-4 Single Family Residential to R-7 Multi-Family Residential, allowing the construction of 82 additional multi-family housing units on the 36.68-acre parcel. The decision includes the approval of a detailed district development plan with binding elements and a major preliminary subdivision to facilitate the extension of Garden Trace Drive and connectivity to the adjacent 666-unit Mt. Washington Road Apartments. Four buildings are proposed—one townhouse building and three apartment buildings—providing a mix of housing options. The development plan incorporates stormwater management, tree preservation, open space, and landscaping in compliance with the Land Development Code. Binding elements require construction fencing to protect existing trees, approval of drainage and screening plans, and design consistency with the renderings presented at the Planning Commission hearing. An additional binding element mandates extension of sidewalks along Garden Trace Drive to connect to existing sidewalks on Hasbrook Drive. Traffic and utility infrastructure received preliminary approvals from Metro Public Works, the Kentucky Transportation Cabinet, Louisville Water Company, and MSD. Staff found the proposal compliant with Plan 2040 policies promoting higher-density housing near activity centers and improved multimodal connectivity. The rezoning supports mixed-income, intergenerational residency and aging in place by diversifying housing choices in the neighborhood. The Council’s approval finalizes the amendment to the zoning map and enables the phased development of the site under the approved district plan.
