Metro Code Amendment Introduces Homestead Lien Waiver for Owner‐Occupied Properties

This ordinance amends Chapter 156 of the Louisville Metro Code of Ordinances to add a penalty‐lien waiver program for owner-occupied properties with a Homestead exemption under KRS 132.810. Eligible homeowners may apply to waive up to 40% of code enforcement liens, capped at $15,000 per property, provided they have owned and occupied the property as their primary residence for at least 15 years and meet compliance requirements. The amendment establishes application limits (one per owner every five years), prohibits participation if the owner has had another property in violation within ten years, and excludes properties involved in active court actions. It also requires the Office of Management and Budget to administer waivers and allows remaining lien balances to be paid in compliance-based payment plans without accruing interest.
