This ordinance (O-027-25) amends Chapter 162 of the Louisville Metro Code of Ordinances, specifically focusing on the guidelines for the NuLu Review Overlay District. The NuLu Review Overlay District Committee (NROD) reviewed recommendations from the Office of Planning staff during public hearings held on October 22, November 7, November 13, and December 4, 2024. On December 4, 2024, the NROD Committee officially recommended the approval of these amendments to the Metro Council. The revised guidelines cover a comprehensive range of design elements, including strict regulations on signage such as the prohibition of freestanding pole signs and specific requirements for projecting signs and awnings. Building design guidelines are updated to emphasize contextual fit within the historic district, promoting high-quality, durable materials and architectural details. The amendments also address building heights, allowing up to eight stories in downtown form districts while ensuring compatibility with existing structures. Furthermore, the ordinance includes provisions for historic preservation, mandating stringent review for any proposed demolition of contributing historical structures. Public art integration into development projects is encouraged, and site planning guidelines aim to minimize surface parking, promote shared parking solutions, and enhance pedestrian environments through landscaping and screening. The overarching objective of these amendments is to enhance the appearance, sustainability, and economic vitality of the mixed-use NuLu area.
